Policy and Research Analyst

Duties:

The Policy and Research Analyst conducts research, surveys, and analyses to address topics, issues, and concerns about regulations, policies, statute, directives, SBIR/STTR contracts, and improvements and changes affecting the NAVSEA SBIR/STTR Program. Research and analysis of statutes, policies, regulations, directives, contracts, and other sources is required to prepare analyses, briefs, white papers, correspondence, studies, justifications, substantiations, advice, and other documents to support decision making, review of issues, policy development, process improvement, standard operating procedures, and defense of the NAVSEA SBIR/STTR Program. Research and analysis must be substantiated, validated, and justified with supporting source documents and references. The analyst must maintain orderly records for subsequent reference.

Investigates and researches policies, statutes, regulations, contracts, and other sources to determine facts and information pertaining to issues, questions, and data calls confronting the NAVSEA SBIR/STTR Program.
Analyzes research and investigation results relative to issues, questions, and data calls and develops recommendations to resolve issues and to answer questions and data calls.
Documents recommendations, with citations, and captures recommendations and reference documents for subsequent referral and review.
Reviews, researches, and analyzes NAVSEA SBIR/STTR processes, policies, and practices to develop standard operating procedures to support the Program.

Qualifications:

College degree required (MA/MS), and minimum of eight years of experience in research and investigation of the applicability of policy, statute, and regulations to DoD Programs.
Senior level experience in research and analysis of statute, policy, and regulation, and formally documenting research and analysis results and recommendations.
Strong experience with Microsoft suite of products especially Excel and PowerPoint.
Experience working with Office 365, SharePoint, association management systems, mass email systems, and website content management systems is preferred.
Experience with DoD R&D programs especially Navy. Preference given to SBIR/STTR program experience.

Skills and Abilities:

Must have a SECRET clearance.
Must be able to work independently and must have the ability to exercise discretion and independent judgment regarding matters of significance.
Exceptional time management skills required and an ability to complete tasks in a timely and efficient manner, without prompting, both independently and collaboratively; superior organization and prioritization skills and must be meticulous and detail oriented.

Resourcefulness and ability to work proactively - thinking ahead. Good logic skills to read through minutes and summarize the conclusions and actions taken.

Must maintain a strict code of ethics in working with highly confidential data.
Must be able to resolve difficult problems, use analytical judgement, and must be able to process a high volume of accurate, detailed, and quality work product.
